I guess you can only wonder why and when those photo notations were made, and by whom, given that sheriff's department history.

I saw that, and it looked like it could be the writing of one of the old illiterate sheriffs from back in the day -- some didn't even have high school diplomas. and you have to wonder who that person was, where they and their family are now. because it's not allowed to draw/write on police evidence.
